There isn't really a "best" in my opinion.. it all depends on what you're going for & what you're comfortable with. you can use a pencil. they're easier to manage, but don't give as precise a wing. liquid/felt tip liners give the most precise lines & points, but they're trickier to use & get the hang of.
I personally like gel the best.. specifically Inglot's gel liner. they have a lot more staying powder than pencil & liquid, in my opinion, & still give a nice precise line c:

The NYC liquid liner is really good cheap and soo is the maybellin master duo liquid eyeliner I have also seen the liquid liner bye elf and thats also awsome!

The NYX Super Skinny Marker is great! It's a felt tip liner that is really, well skinny so it's very precise :)

The "best" depends on what your preference is! If you like gel, I highly recommend L'Oreal infallible gel eyeliner which doesn't smudge and stays until you take it off! If you like liquid, I recommend WnW h2o proof liquid eyeliner, or their Megalast one , both are very pigmented , and the regular formula is hard to smudge but not waterproof. The h2o proof is waterproof and very smudge proof! I love both! I don't really have a suggest for pens, nor pencil eyeliner because using pencils for wings is hard if you want a crisp line, but if you want a soft look they are great!
