It's perfectly fine to use a primer under a bb cream to help it stay longer especially if you have an oily or combination skin!

Do it, it will also perfect the look of your skin a bit and make the bb cream stay longer.

Can you? Yes. For me personally, if I'm using a bb cream, I want no-fuss coverage. I don't use a primer with bb cream, although I use it AS primer sometimes. I don't think it's necessary though :)
