I personally hated that particular BB cream, it broke me out, too, and I felt it looked gross. I really like the Revlon Photoready BB cream, it works for me, and doesn't break me out.

Every person's skin is different, it's all about trial and error. In my opinion, you should just try a new product until there is no skin reaction.
Let's see if someone with more knowledge answers this, unfortunately I'm not an expert.

It really is just trial and error! I had to try four or five different BB creams before I found one that worked for me!

As the others have mentioned, different skins different reactions and optimally none at all.
I use the photo ready by Revlon which I like.
Don't use the cream on her again, it's not necessarily going to be better using a tinted moisturiser as she may still react.
Maybe look out for something specifically for people with sensitive skin. X

She might me allergic to spf or just have super sensitive skin and cream based products break her out,maybe if you try a powder foundation you will have better luck,there is no telling how someone's skin will react with certain products especially people with problematic skin and like Breeze said it's all trial and error

I find myself using powder foundation. Idk something about liquid foundation worries me about my skin breaking out.

Well anything drugstore for the face usually causes me to breakout due to the synthetic preservatives that my skin is sensitive to (parabens n some alcohols) so I tend to stay away from them but the garnier oil free bb have never given me any problems personally.

Garnier has combination or oil free bb cream which has a better coverage.

If her skin is that sensitive she may want to invest in a better product than what is offered in drugstores - these brands don't break me out - coverFX, tarte and Clinique
