I use clear translucent powder & dab it on my lips with my finger.

Blot and put on corn starch over it. If product you're using is super glossy and when you blot it, it takes off color try finding an eyeshadow or blush that matches it to put over it after you blot.

Carefully press it with an oil blotting paper, and then dab some translucent powder over it (I use baby powder)

Use matte pigments with a clear gloss! I have done this a couple of times and love it :)
