Painting short of the cuticle gives your nail more shape when you polish it. And it is definitely an art. I struggle with my right hand when painting with my left lol. But over all its personal preference and gives your nails a more elegant and clean look instead of messy. I'm lazy too so the less clean up the better. I used to spend hours trying to clean my nails up and it still looked messy. Now with stopping before my cuticles with the three stroke method of nail polish application I cut my time in half if not more. Its a personal preference. And I think neither ways make your nails look longer or shorter. It just makes your cuticles look either clean or messy.
