Post regularly, and post about a variety of things! Looks, reviews, hauls, favourites etc.
Link everyone! Every discussion topic that asks for new blogs to follow, put yours down! Put your blog on your beautylish page, facebook, twitter, you get the idea :P
That's how I did it, and I got 50 followers in just 2 months :)

Just as Zoe said - post regularly and post things that are of variety yet eye catching (with pictures are always best!)
commenting on other people's blogs (not putting your link in their comment section purposefully) will catch people's attention and in turn will go to your blog..
it's a slow process :) but just blog because you love it :)

But just remember, it doesn't happen over night. I have over 900 postings on my blog, and about 2500 visitors a month. Not horrible, but not amazing in my eyes...
but you absolutely must commit to doing it for a slow and steady pace...

Good content and relatively consistent activity. Being a part of communities like Beautylish is another great way to get involved in the community. As people start to notice your contributions, they'll check out your blog and if they like what they see/ready - they'll follow. :]
I agree with Christopher in that it does take time to build up a following. Also, remember that it's a pretty saturated niche too. Personally, I feel it's something you need to love because there's definitely points of frustration when it may seem like nobody is paying attention.. but they are, and you'll start to notice more as time goes on.
