It is possible BUT if you want to work on movies, magazine photo shoots, etc then you'll need to work in a large city like Seattle, NYC, Boston, LA, San Fran.
It's definitely a good place to start, since you have to start somewhere! Everybody has special occasions where they need makeup (weddings, parties, graduations, proms, etc.) so you can get practice working on others in those types of situations. Also, since you know people in your hometown, it's probably easier to get people interested in working with you.
Big cities are great for working in the arts because you have a lot of people who move there specifically for that reason. Each city has a different focus (L.A. is more films, NYC more theater and fashion, etc.) so it's good to know what area you'd like to work in and head in that direction. But big cities are also tough competition, so there's a balance. Small towns and small cities can be great for building confidence and experience and then, if you feel like you want to step it up, you can make the move with some work under your belt.
Canada has some awesome cities with great things happening. I know Vancouver and Toronto both have really great art scenes and there seems to be nice support for artists.
