I've been trying for the last half hour to attempt at removing a white laquer polish off my nails and it won't budge. I've been using the only thing I've got. Nail polish remover. And it still won't come off.
Have you tried pouring some remover in the cap and putting your nail in it for a few minutes? It might come off easier that way. Or you could even soak a cotton ball/pad in the nail polish remover and hold it onto your nail for a few minutes.
soak a cotton ball, place it on your nail, count to 10 then wipe it AWAY from your cuticle. If you have a buffer, buff the top of your nail a little 1st.....

wet cotton ball put on nails and cover with aluminam foil and leave for 5 min squeezing every min..suppose to take glitter nail polish right off
