L'oreal true match is a good option, has a lot of colors and is not drying at all, I guess it depends on how dry your skin is.

Use a tinted moisturizer all over, then add foundation on the spots where you need more coverage.

i have super bad dry skin, i hate when foundation makes my face look flakey :( i found that revlon colorstay whipped is FANTASTIC! sometimes i put it on without moisturizer first, and it still is amazing. it gives a beautiful dewey finish and works perfect for dryer skin

My mom uses the Estée Lauder one that's super moisturizing. I would also suggest not using powder, or powder blushes. Go creme or gel! Good luck (:
