Using a white base underneath will make a colour pop more -- something like NYX Jumbo Pencil in Milk or the white Maybelline Color Tattoo (can't think of its name right now).

Put a liquid-y liquid eyeliner that doesn't dry super quick, then lay an eyeshadow on top and work it in with a blending brush. Looks great on outer corners to emphasize the outer crease.

EYE PRIMER!! I use really cheap and horribly pigmented shadows sometimes because the color is gorgeous, eye primer makes everything pop. :)

You can use a white base (Jumbo milk or color tattoo). You can also use a similar color from the eyeshadow that you are using.

You can use an eyeshadow primer, water or a creamy base.
