For oily lids you want to use a thicker primer. One that's cream based as opposed to oil or water based. I have kind of in the middle eye lids and I use E.L.F.'s eye shadow primer. and it works pretty well for me, but another one that I love is the primer included in the N.Y.C. "for your eyes" quad. It's very thick and creamy. You can also try using your concealer. Hope this helps!
laura mercier has a new eyelid foundation that is supposed to be great for oily lids. it was definitely not for someone like me who has dry skin, so give it a try. maybe it will work. otherwise, bobbi brown cream shadows are amazing for all skin types to use as eyeshadow primer.
LA Splash Eyeshadow base/sealer is epic. Though my lids are never visibly oily, everything creases on me and this is the only thing that works perfectly. Cheap too.
Have you tried MAC paintpot in soft ochre? or a matte concealer- MUFE full cover next use a powder eyeshadow two shades darker then complexion to set concealer and help blend harsh edges out

I have dry skin, but in the summer my eyelids can be oily and too faced shadow insurance works for me! Hope it helps! :D

I hear the NYX primer is really good. Make sure you are applying your primer with a brush and not with your fingers that might make a huge difference.
