I'm not sure about face. But my favorite eye primer of all time is the urban decay one! They make my shadows look more pigmented and makes it last all day without creasing (:

For face primer I say the hourglass mineral veil. it's on the expensive side but it works wonders! for eyes I prefer the nars eyeshadow primer. it's amazing!
