I have no idea how to do any of this, sadly. It normally smudges and turns into raccoon eyes. If someone could give me some great advice, I would love you forever

It sounds like she's talking about eyeliner smudging under the lashline. (Top tip: When asking for help, ***BE SPECIFIC***!)

Anyhoo. After applying eyeliner, set it with a same/similar-coloured eyeshadow.

If it's your eyeliner on your waterline, you can set it with eyeshadow to help it stay. I have really watery eyes and I do that whenever I put eyeliner on my bottom waterline. Be careful though- powder in your eyes can be uncomfortable and potentially dangerous if there's glitters in it. If it's mascara, try using waterproof formulas
