Use white eyeliner on your waterline to make them appear bigger.

try lining just the upper lash line and using mascara on your bottom lashes, applying eyeliner in your tightlines will make your eyes appear to be smaller

I feel that using a lot of black on the lid makes small eyes appear smaller...try the white liner on the waterline trick. I think liquid is best because you will have more control and you want it to be thin. If you choose to use a dark liner on bottom lashes don't connect it with the top liner. I feel that having a little wing helps a lot. I have small eyes too look at some of my looks. Hopefully it helps =)

Also if you like your upper waterline/on your lid all the way to the inner corner, it'll definitely make your eyes smaller
