You'll be very hard-pressed to find one, IMO. There are some out there, but from what I can tell, they're very, very basic. Personally, I'd rather save my money and buy a good one.
I agree with Shelly T. basic is the word. Very basic. And watch what you download to your system for the free programs because you can be loading a virus. If you happen to live near a Fry's Electronics I would check out and see what they have as far as editing programs for a PC. I'm running on a MAC so I don't know if the PC platform has grown in editing programs.
