Go to a counter or a Sephora, talk to them about your skin needs, get a colour-match, and get a sample if you can. (If you have a little extra cash, splurge on something like a lipgloss, just in case.)
The reason I suggest this first is because, as you know, you can't test drugstore foundations. If you can get a match at a higher-end counter or store, then you'll have something to compare to when you get to the drugstore.
Revlon Colorstay has a formulation for Normal/Dry skin. Maybelline Fit Me or L'Oreal True Match may be an option for you, too.
Another thing I'm going to say is: skincare. Particularly moisturizer. If you don't have a good moisturizer, I strongly suggest investing in one. (Cetaphil and CeraVe are fairly well-rated drugstore moisturizers. I know the latter one is a bit heavy, so it may suit your dry skin.) Also: exfoliation. *nods*

I'm with Shelly T. on this. Moisturize, moisturize, and then moisturize some more! I use Olay SPF Moisturizer in the morning and CeraVe at night, and over the past few weeks I have noticed a huge difference. Also, invest in a good moisturizing primer. You won't be sorry you did, and drugstores have primers that aren't too much money. You just have to do your research!
I'm clueless when it comes to what shade I am. I have neutral undertones, so I never know which shades to lean towards. Sephora is my magic answer. They're great at matching you, and if you can't get to one, try your best to match the foundation to your jawline. If all else fails, I think you can return the product and try another.
Hope this helped!
