i dont use pencil to fill in my brows, i actually use a really matte eyeshadow & a small angled brush to fill them in. so i would look for any matte eyeshadow that is close to the color that your brows are. i like it a lot better than using a pencil or a gel, i think it looks more natural. and using a eyeshadow might make finding the right shade for you easier to find, too. just make sure its a matte color, you dont want sparkly or shimmery brows! :)
Natural is great! If you want to try more experimental looks, you can always shave your brows or bleach them so you can easily cover them to draw them on higher. I'm talking Devine-style eyebrows. This isn't for a natural look. At the end of the day though, you want to be able to go back to your natural brow shape. Beware of plucking! You can easily over-pluck and get stuck with a brow that is too thin.
I like natural, groomed eyebrows on myself. Drawn on eyebrows are very extreme and they definitely suit some extreme styles, but I don't think that it suits every person/style.
A year and a half ago I had an inch of skinny eyebrows, I would shave the ends of my eyebrows off so I could change the shape of them. When I look back now, I looked so harsh. :D
For funky, artistic looks, you could go the drag route and just glue them and cover them, then color match to your skin tone, then draw them on. Look that up on youtube if you're interested. If you're looking for a less wacky look, go for the lovely ladies opinions up top ^ Just make sure you don't damage the hairs/brows with harsh overplucking. Try to stick with their natural shape but feel free to groom as needed. <3
Mine are natural 'cause they're lower maintainance and are naturally thin and shaped, I just use tweezers when I need them to look more polished. Anyway I like both natural and drawn on eyebrows, even if really fake-looking (see: also shaved off and drawn back on with gel or liquid eyeliner! lol), but I believe it depends a lot on the personality and features of someone's face.
I agree with Heather, drawn on eyebrows don't suit every person and style, but when they do I really enjoy them, I find them rather interesting and captivating. I think the key is to choose the RIGHT type of eyebrow for yourself, the kind that makes you feel more comfortable with, whether natural or not.
So, I'll say I like every single eyebrow style, as well as it looks good on the "owner" ;)

The"drawn on" look is rarely ever flattering. My vote is for natural.

I have tried filling in, but I can never find a color that matches exactly right.

I fill in what natural brow I do have. I would never cut the whole thing off & draw it on. That's just a no no.

NATURAL! Never draw them on. I'd rather have thin natural brows that I have to fill in than have nothing at all!
