More info on eyelid tape?

So I have pretty uneven eyelids, like one is so tapered in, that I can only put eyeliner on the outer corner of my eye so you can see my eyelid. I really want to fix it and someone suggested eyelid tape. Does anyone know more information about it? Like if it can create a permanent eyelid, or if it'll damage my eyelids or what. Thank you!
