Idk about transfer proof but if you use a matte lipstick you can make it transfer proof. I wouldn't recommend with more emollient/glossy types of lipsticks.

1. Apply the lipstick.
2. Blot.
3. Apply a translucent powder.(helps solidify the excess emollients and dry up any excess moisture that can result in transferring but can alter the color)
4. Apply another layer, which will get it back to the color it's supposed to be.
5. Blot again. Since there's powder under the second layer there won't be as much moisture, the excess can be blotted easily.

You shouldn't have a problem with transferring with this method. An easier method is blotting and then putting an eyeshadow over to set the lipstick or setting powder if you're okay with the slight change in the color.

A few good matte drugstore lipsticks are the Wet N Wild MegaLast lipsticks, the Maybelline color sensational mattes and the NYX liquid suede although these are more of a satin formula but they last long and don't transfer if you set them.

There are also products called "lipstick sealers" you could just apply over your lipstick. I think it's a kind of hit or miss product because people use various different finishes. I'm sure it wouldn't really help too much with more sheer/glossy ones since the larger amount of oils can be a bit tricky to seal

Lipstick sealants work and if by chance you wear a gloss or sheer product you can use a Lip-Fix cream which you apply prior to lipstick or lip product let set and it will help with lasting power this is one of my staple product must have, Elizabeth Arden Advance Lip-Fix cream. :)

Milani makes great liquid lipsticks that are pretty transfer proof. It's the Amore matte and the Amore Mattallic lines! I have several of them.
