Oil free cheap moisturizers?

So I've been using this moisturizer that is suppose to give you a little tan and it actually did when I thought it wouldn't!! Now my neck is whiter than my face. But the problem is that moisturizer makes my face so soft and when I put foundation it doesn't make me look oily. So does anyone know a moisturizer that's oil free cuz I am a little bit oily had something that will keep my face like matte when I put foundation? Also something not expensive like at the pharmaprix

I use one by Manetti & Roberts from the Acqua Di Rose line but maybe you can find it only in italy.
