Have your tried Kat Von D? I believe hers come in a variety of shades. But for you skin needs, I can be of much help since I deal with oily skin :(

I get people with dry skin looking for full coverage at my work all the time! You should use a gentle exfoliant first. Like boscia gel peel. Or the Peter Thomas Roth peel. To help remove the physical dead skin. I use them a lot on my cheeks to help remove visible dead skin. And like tenminutes before putting on your makeup, use a moisturizer like ole Hendricksons seer transformation. On people with dry patches, I put this moisturizer on them, wait like ten minutes and wipe it off. And it moisturizes the dry flakey skin and makes it fall off and makes the skin smooth. And for actual foundation, usually I use the new nars luminous foundation. It's marketed as a full coverage, one thin coat of it is kinda sheer. But pressing it into the skin with a dense brush or a beauty blender, will build the coverage. Just try not to swipe it on the skin, which could loosen dead skin. That foundation has a slightly dewy finish too. I think you'll like it!! :)

I have a light to more medium skin tone so I can't guarantee on the color but my skin is dry and I love a fuller coverage as well and mac studio sculpt is amazing and I also used to use smashbox studio skin 15 hr wear and really enjoyed that as well. For color, if you can't find a color in the foundation they do sell white bases that you mix in to make your foundation lighter.

I think vichy dermablend can be adapted. It's very moisturizing and have a high coverage :)

I'm not exactly sure how well it would work with really dry skin, but I'm liking RCMA's foundation. I use embyrolisse lait creme to moisturize before apply it and the foundation doesn't emphasize my flakey areas. They have some very pale shades, like porcelain is so Flippin pale, it was to light for me and I'm very fair.. It has a lot of coverage and doesn't look cakey in any way. Even thinning out the foundation with a thinner to make it more sheer, the coverage is great. This is probably the best foundation I have tried.
