Depends on how cruelty free you wanna go.. I went cruelty free about two years ago and there's like 4 levels and I suppose you could mix and match them if that makes any sense..

Bobbi brown and mac are not cruelty free, and they both lied about it.
And about the levels, I think they maean it like, for example, some companies don't test on their labs, and they say they don't test, but they pay someone else to test for them. That's why, sometimes they say, "we don't test on animals nor pay other people to do it for us."

I added 75+ brands, from high-end to drugstore.
Bec: True cruelty-free brands don't test on animals at any point during the production of their products, neither by the company or anyone else. This means their ingredient suppliers also don't test, and they don't sell in markets that require mandatory animal testing. Another thing to consider is whether or not the brand is owned by a company that does test on animals -- but the brand itself still remains cruelty-free in this case. It's just something else to consider!
Alex gave a good list (the only exceptions being Conair and Freeman).
One last thing about MAC: They're owned by Estee Lauder, and so are Bobbi Brown, Clinique, Smashbox, Jo Malone, Tom Ford, and some others. Estee Lauder's animal testing policy is that they DO test on animals when required by law, and most of their brands are sold in China. There was a controversy when this was found out a few years ago, and that's when brands like MAC and Bobbi Brown were taken off the cruelty-free lists.

There's like where the original company dosnt test but the parent conpany does (nyx is an example owned by loreal) selling in china, buying ingredients and paying other companies to test.
