There's a lot of moisturizers for oily skin which will moisturize your skin without making you an oil slick and the usually dry matte. You could also use a foundation primer for oily skin without putting anything on top of it. There's a lot o translucent powders that won't give any color but will control shine and blotting sheets are a must. ELF has some blotting sheets that work really well and are only $1 I believe.

I have oily skin and I use Origins Checks & Balances frothy face wash. It really helps control my oil without drying out my skin. For makeup I use NYX Photo Loving Primer and set my makeup with MAC Blot Powder, which does have a little bit of color but it's not noticeable at all and doesn't add any color/coverage. I also take that with me to blot away oil throughout the day.

Wash your face with raw honey. It sounds dumb but it really works. I use to have to blot the oil off my face like 3 times a day and since I started washing my face with honey, my face has not been oily and my acne has cleared up a lot! And if you have time leave it on your face as a mask for 10 minutes.
