When applying eye makeup, after moisturizing and primer and foundation/concealer, should I put a dusting of powder before applying eyeliner/shadow?

I usually just "set" my primer with a good base eyeshadow color, but it's not entirely necessary. I just find it's easier to blend shadows later this way.

It depends. If you are using a powder or pressed eye-shadow you can set the base with a powder first, if you are going to use a cream shadow, then set with a translucent powder over your cream layer. You don't want cream/foundation/moisture set with powder with cream over it, it will look cakey.
