I usually use tape when I'm doing winged liner because I don't have much practice with it. But if you use tape, make sure you stick it on the back of your hand and take it off before putting it on the face so the adhesive isn't so harsh. One that I've heard but haven't tried is creating separated dashes and then connecting them, kind of like connect the dots. I also find that a felt tip eyeliner pen is the easiest for people who aren't so great at eyeliner because it give so much control.

If you don't want to use the above mentioned tape method, hold a business card along the outside of their eye where you want that cat eye flick and use that to lead you :)

I like to use the Stila Stay All Day Liquid Eyeliner because of the long and stiff felt tip. I put the base at the corner of my eye and point the tip towards the tip of my eyebrow and press down slightly. This will make a straight line, just go over it as much as you like to increase thickness working in from the furthest point.

My trick is to use a non-waterproof liquid liner, line my eye with my eyes open and looking down into a mirror, using the side rather than the tip of the brush/felt tip/what you have, then if I want to wing it out, I'll just eyeball it and then I go back in with a wet q-tip and sharpen the line. Simple!
If you want to make it waterproof, just go over it with a sealant or another waterproof eyeliner- but it'll be a lot simpler once you already have the shape underneath!
