A Dark blue smokey can be cool, but your complementary color is orange, so I would recommend using warm Browns and copper colors :) for a more pop of color you can also use yellow and purple :)

I have similar, light coloured eyes. I use pale pinks (naked 3 might be good) and also light creams and any shade of browns (I use the naked basics 2)

Colour wheel wise you should use red tones to make the blues pop. Eyeshadow wise browns, pinks, burgundy and purple tones would look great. Just experiment with what looks good on your eyes and with your skin.
