Snazaroo black water activated paint might do but alcohol activated paints might do a better job with Mac sweat and tears on top round the nails.

If its for a pic maybe gel eyeliner with black shadow on top to set it. If its for a costume I don't know if itll last and not transfer

If you have a airbrush you can always airbrush the black or if you have a alcohol pallet with black or colors to make black you could also use that.

If you want your hands black like that, airbrush would look better but if you don't have one you can always use a cream black for Ben Nye or something and powder it down so it sets.
