I've never tried it but I've heard that the NYC one is good. my personal favorite is the loreal telescopic liquid eyeliner. it's super black and matte and stays on forever.

I don't use liquid eyeliners, but I heard the elf one can smudge on you throughout the day. the nyc one seemed to be loved and if you're willing to invest in a good one, the stila all day liquid eyeliner pencil is raved about! it's about $21, but I heard it can last about 3 months which if you think about it, that's $7 a month.

Nyc and Stila are my favorites! The elf liquid liner works pretty well for only being 2$ but it does smudge a bit.
