Every time I go in the pool anywhere in a hot country I get red marks all under my eyes so I try to use a higher SPF but it still happens so I use sunscreen on my face every twenty minutes and it still doesn't work any skin are products I could use.

Sounds to me like irritation. My eyes get red from chlorine in pools, there's not a lot you can do about it really.
To prevent it you could use a very small amount of vaseline on the area to act as a barrier. Or you can use something to soothe it afterwards. Liz Earle's eyebright is particularly good for that sort of thing. I use it to soothe my eyes during hayfever season.
