Are you exfoliating? That would help get rid of the dry patches. For foundations I reccomend:
Maybelline fit me dewy
Rimmel match perfection
Loreal true match lumi

I like to go back over with a little bit moisturizer after applying the foundation in cases like that.
Maybe you need to try using some oils instead of moisturizer? Like coconut oil or grapeseed.
The other thing you could try is using tinted moisturizers or bb creams instead of a foundation.
I used to have really dry skin and found that Nars had a really great foundation for that.

I had dry flaky skin and I used the loreal true match lumi and loved it! it smoothed over my dry patches and gave me a dewy finish. also moisturizing before you put on your foundation will help it go on smoother.

Use a sponge not a brush for sure. Brushes always make flakes worse because they exfoliate:(

I have recently had a bit of trouble with very dry skin. I switched my foaming face wash (too harsh on the skin) out with a clansing oil. I don't recommend exfoliating your face with a physical scrub as they tend to just make everything worse, instead I go for fruit acids and peels, I recommend the glycolactic peel from REN. Then I would use a good face oil at night. And When applying Foundation I would sometimes add a Little face oil instead of a primer. I would use my fingers or a beauty blender to apply. Avoid buffing brushes as these tend to "lift" the dry flakes and make them more visible. I would then use a setting spray instead of a powder, to avoid that dry cakey look. This has worked well for me. I hope you can use some of the tips.
