I have this palette somewhere in my collection. I use to use it all the time for neutral eye looks. The color pigmentation is very good. You only really need a primer so the color doesn't budge. I never used it wet though. This makes me want to dig mine out. lol.

I've really been enjoying neutral eyeshadows, but lining in a black shimmery on my top lash line. I usually go from thicker on the outside to thinner on the inside. I don't line my bottom lashes cause it always looks weird on me personally, but you could try it.
