I suggest you Google eyebrow threading in your area. Even when I lived in downtown Manhattan it was less than $10 to get them threaded and they looked great. I've had them threaded in the suburbs visiting my parents, in Munich, Germany where I live now and have gotten good results. I'm Latina and my eyebrows tend to grow all over the place but threading's been the most precise and inexpensive way I've had them done. If you can have it done, I recommend it highly. $10 or less every 4-6 weeks is a small price to pay, IMO, since well-shaped brows can do so much for a face.
If you don't have eyebrow threading nearby and still want to do them yourself, watch a few videos on YouTube before you try anything and as written above, take off less than you think you need to. Also, remember the inner part of your brows too for balance. "Tadpole" eyebrows have never really been a good look on anyone.

If you really don't have the money to get it done I agree with Tristen. Outline the shape you want with a white eyeliner & pluck any hairs that are under the line. Also YouTube helps a wholeeeeeee lot. Also filling them in helps gives you a better shape.
