Almay liquid liner is amazing it drys super matte and black!
for the brows I would use a powder or gel formula and a angled brush and just fill it in the shape you prefer the best then clean it with concealer & a flat brush.

You have really full brows already so I'd go for a powder if I were you. I'd only use a gel if you have hairs that are sort of all over but from the picture you don't look as if you'll need it (gel just makes them kind of crunchy and wet looking anyways lol)
