Liquid foundation generally (not always) works for every skin type. They're, in my opinion, the best and easiest foundations to work with. The finishes range from light-full coverage wise and either have a dewy, satin, or matte finish to them. If you don't need much coverage and just want to even out your skintone, a light coverage foundation would work best. If you want to conceal imperfections or create a completely clean slate for your makeup, go for full-coverage. If you want skin to look glowing, a dewy finish formation is the way to go. If you shine-free skin, then matte is where it's at. Typically oily skin gals go with matte, dry skin girls go with dewy, but it's not an obligation of course. I'm oily and still prefer dewy/satin finish. Liquid foundations can be applied many ways; sponges, fingers, flat paddle brush, buffing brush...etc. I personally prefer a dense flat top kabuki as it blends beautifully into the skin making it look natural. Although, damp sponges and fingers also cater to those who enjoy a natural finish.
Powders are generally better for normal skin gals as it can cling to dry patches and gunk up on oily skin----HOWEVER, Not always true. Powders too range from different coverages and finishes(usually matte, but there is illuminating ones as well). They can be applied with the round sponges usually provided, dry, which is great. But I prefer to use again my flat top dense kabuki to really buff it into my skin. It stills gives flawless coverage without the obvious powder look. I hope I helped a little. :)
