Eye Makeup Advice For a Beginner

Hello, hope you're having a wonderful night (or morning, depending where you live) so far!
I'm a beginner in the makeup industry, and would definitely appreciate some advice as everything I am researching is very overwhelming.
I'm looking into two things right now - mascara and eyeliner, I don't like going full out with makeup. The products I am looking at are:
CG (CoverGirl) Professional Super Thick Lash [mascara]
Urban Decay 24/7 Glide-On Eye Pencil [eyeliner]. Can someone please review these products for me, are they worth the money? BTW, I want a more neutral look, so no blacks and as for the mascara, I want a volumizing one (my lashes are really long), thanks!
Another question: do you need primer/whatever else it's called, and/or an eyelash curler?
And what are some cool techniques I can do with the two supplies I want to buy (I know, it's not much) but I'm as far as drawing a simple line on your top lid.

I really like the UD perversion eyeliner! I wear contacts and sometimes some eyeliners smudge onto them and it's just a mess but the UD does not! A dupe for it if you want to spend less money is the Milano Liquifye eyeliner in black! I've tried one CG mascara but I prefer the Maybelline ones! Any Maybelline but I like the Great Lash or Falsies the best! Maybelline is the brand for mascaras. A lot of people like them. You don't really need a primer for only eyeliner but if you want it to last longer, I'd suggest a primer(there's drugstore ones too!) and also a black matte eyeshadow so you can set your liner on your upper lash line! If you don't have super curled lashes, I'd suggest a lash curler! I use the Revlon one! (: I'd also suggest you looking up eye liner tutorials on YouTube to help you with different techniques! Haha. You could do a cat eye, winged liner, try color eyeliners, etc! Hope it helps! Goodluck!

it seems to me that you plan to mostly just focus on your eyes, liner and mascara.
I'm not a fan of either products that you've chosen, but everything works differently for everyone.
as for the Cover Girl mascara, reasons why i stray from their mascara is because of their brushes. they're very fat and i feel like theres never any product on the brush to get onto my eyes. my favorite mascaras are maybelline falsies (the mascara dries quickly when on your eyelashes, its easy to remove, and the brush is curved so that the product can get onto all your lashes) and loreal telescopic (the brush is long and thin with a lot of bristles, it creates such a great volume).
as for the Urban Decay 24/7 Eyeliner, i'm not a fan of the price. way too expensive. it also is very very liquidy, so as a beginner you're probably not used to wearing eyeliner. what'll happen with very liquidy eyeliner is that it will just get all over the place easier. another thing that bothers me about this liner is the packaging/bottle its in. i personally always seem to screw up the bottle and it can never close leaving some of the product to dry. for a beginner eyeliner i would try to go for a thin, sponge type of brush and also cheap products so that you can try more of them out. my favorite is Maybelline's Master Precise Liquid Eyeliner (you can use the brush to make thin or thick lines, it has a spongey type brush so that not a lot of product comes out, and the brush is firm so that it is easy to just swipe along your lash line).

My advice to you is start with light simple colors on your eyelids! And as for the primer..honestly, you dont NEED it. It does help keep your makeup on longer but it really isnt a big deal. I dont use primer myself. And for the eyelash curler as well. I think an eyelash curler is more important for longer lashes! I have super long lashes and some of them stick out randomly an stuff if i dont use a eyelash curler! So i think the etelash curler u should use just because u have longer lashes(:
