Does your hair have to be dry for pastel color I'm going to add conditioner to it and I just finished bleaching my roots and my hair it's pretty wet I'm dry did as much as I can but I'm at my moms and left my blow dryer at home and hers is not so good?

No it doesn't. I do it on damp hair. It spreads better in my opinion.
