I think you could definitely pull off either, if you prefer one or the other go with that because any of them will look beautiful. Have you thought about doing a light brown with blonde balayage? It's less up keep than highlights but I agree that having some brown will really look beautiful with your eyes and you'll still have a lot of blonde left.
