I dont know. I just place them where I think it'll look nice, but I dont have a real technique for it. Just trying to keep my hands steady.
and for the dots, the bobby pin does all the work to make them round.

I honestly can't remember! LOL I have so many pink polishes, it's hard to keep track.
But I think it may have been one called Rosa Tropical, by a brazilian brand, Colorama.
the same one I used under that purple crackle in another picture I have here.
The funny thing is that I did it like so fast and didn't really think about what I was going for when I started... and this is what came out.
