To get all of your goregous pigment do you use powder or cream shadows or a combination?

i use powder shadows, cause i have really oily skin so i avoid cream shadows cause they just crease instantly on me, so i tend to use liner pencils and water activated face paints like Kryolan as bases then powder shadows over the top :)
