It actually isn't glitter :p It is the NYX Studio Liquid Liner in Extreme Blue, and it is GORGEOUS! ♥

It actually isn't a pencil liner. It is this neat trick where you apply a white pencil first and then pat your desired color on top to create colored liner :)
