I use Sienna Cosmetics brow kit and also Branded J Collection. Mac does a decent brow liner too in a retractable case. Not sure if they still carry this.
I love love love It Cosmetics Universal Brow liner. If you apply it lightly it's great for blonde but add a little more pressure and the color is perfect for brunettes
I use Diorshow Brow Styler Ultra-Fine Precision Brow Pencil. Love it. I have read however that ppl are unhappy w how long it lasts. I use it daily and have had it for 2 months now. Super easy to use and perfect colour!
Benefit BrowZings. It has a wax that you are supposed to apply FIRST and then the powder actually adheres to the brow. Colour selection is limited and a bit warm toned for some people but it works well.
I've been filling mine in with UD's Secret Service and it works great! It's a matte medium-dark eyeshadow, but it looks just fine as a brow powder. Plus it's still on sale on their website for $6. I always put eye primer up into my brow so that the shadow has something to stick to. Weird, I know, but it works for me!

I have VERY dark brows, so i take an angled brush and work in the desired eyeshadow. Start at the arch an blend both ways.
