I am trying to acheive the neutral eyeshadow. I have seen many women w the shadow that matches their skin tone, then the dark shadow to get the smoky look. I dont know what color i can use that matches my skin tone. (I hope i explained that right?)
Yes I agree with Anjum C. and Consuelo A. because I always use my face powder as an eyeshadow when I'm in a rush.
However there are TONS of neutral eyeshadow palettes out there and I think it's truly trial and error. You can also use a bronzer as your crease color. When I bought the NAKED 1 Palette that really helped me figure out my neutral eyeshadows. Yet, the NAKED Palette is $50 so if you don't want to spend that much CoverGirl, Wet N Wild, Milani, and Revlon have great neutral eyeshadows. You just have to try stuff out!
My favorite neutral eyes aren't all matte. I love shimmer, skin tone lid with dark brown, burgundy, blue or purple matte outer corner. My favorite skin tone shades (NC45) are Urban Decay's Shag (dc); Mac's Sable and Lie Low, Bronze and Tan pigment; Maybelline's Bronze color tattoo and Nars Isolde duo.
If you're looking for a matte skin tone shade (I use to blend out), I love Mac's Tete-A-Tint, Soft Brown, Samoa Silk, Wedge and Moleskin (LE). MUFE has some great neutral and warm toned matte browns. INGLOT makes a fantastic matte too, but their browns are mostly neutral to cool toned.

I agree with Anjum C. Try a loose powder foundation a shade or 2 darker then your natural skin tone.
