I know I'm so excited, especially with the recent posting of these Capitol Style avantgarde photos from capitolcouture.pn! I have been wanting to do an Effie look ever since I first imagined her. Here is a look inspired by recent photos and also myself pulling from different things I imagine about her. Effie is a cute crazy hyper character from the Capitol that I know I can't help but love!
