A gaff is something that holds your man business in place while tucked in drag. This method uses a tube sock and the waistband from an old pair of tights or pantyhose. You can also use a tight speedo, a dancers belt, or an actual pre-made gaff (pretty much a really tight thong). I've watched many drag queens do what I show you in this video in dressing rooms before a show, and have also seen peope use a gaff made of 2 pieces of elastic sewed to a square piece of fabric. It looks exactly the same as how the gaff looks in this video just without the elastic trough a loop of sorts. If all else fails, you can always stick to Gorilla Duct Tape!
