I posted a look a while back on Instagram with colored eyeliner and it seemed like a lot of people liked it and I got a request to do a tutorial! I originally used Sugarpill's Velocity but for this tutorial I went with Glamour Doll Eyes Mingles. The color is pretty similar only mingles comes off a bit more neon. I hope you enjoy!
