I absolutely love this covergirl one its not exactly a pencil. Its more of a crayon that you can twist up instead of sharpen & it glides on pretty smooth.

I also have the Maybelline gel liner and I seriously love it. It's super black. And of course they have other colors. To me, It's better than Mac's Blacktrack Fluidline.

Whatever eyeliner you get, try lighting it with a lighter before applying. It not only makes it stay on your eyes all day without smudging, but it also makes it look more dramatic & darker. :]

Prestige Total Intensity. It is a pencil eyeliner, yes, but -- IMO -- it's fantastic.
Or, to steer you away from the drugstore, splurge a little bit and go for Inglot's gel eyeliner. It dries quickly, to my understanding, so would work very well on the waterline.

Im enjoying my Essence gel eyeliner it stays put i actually slept with my makeup on I KNOW bad bad..but it was still on my water line! LOL so for 1.99 can't beat it!

L'oreal's eye kohl in carbon black. Its a fat pencil and comes with a sharpener but its suuuper black like MACs smolder kohl eyeliner. I LOVe it.

Milani liquifeye. You have to sharpen it, but it is super easy to sharpen and it's the creamiest, richest black you're going to find at a drugstore.

I find that using a gel liner works best. Just take any pencik and dip the tip and run it in the waterline.
