How often are you supposed to throw out your liquid foundation? I have one like for over a year, I didn't like it too much so I rarely use it and I was thinking is time to throw it out.

A water-based foundation will last up to 12 months, oil-based will last up to 18 months. If your not happy with a product, I suggest returning it for a refund or exchange it for something else you know you will like and use, otherwise its like a waste of money or your hard earned money going in the garbage.

Before throwing it out, have a smell of it. Does it smell rancid? Has it gone gloopy or started to separate? If so, toss it. If not, instead of tossing it, why not find someone to swap it with and get something you like or want to try out in exchange, or sell it?
(Personally, for the most part, I think makeup expiration date rules are BS. (The one exception would be something like mascara.) You'll know when you need to toss something.)
