Toners are suppose to clean & tighten up your pores.. so if you have blackheads or large pores. You're suppose to use it after cleansing & before moisturizing.

They also balance the pH of the skin. So if you find that your foundation oxidizes, usually a balancing toner is what you need to adjust the acidity of your skin.
