Eyeshadow Primer Recommendations

I have normal to dry skin and I often get very dry patches around my eyes that flake and I'm wondering does anyone have any recommendations for a good hydrating eyeshadow primers that won't dry out my trouble areas. Thank you!

I've only tried the Inglot eyeshadow keeper so far. Pretty good product but you probably have to check for dry skin compatibility. I'm normal to oily.
