What affordable eyeliner stays on all day that actually works because I have a hard candy eyeliner n a brown shade that doesn't work at all! Thoughts?

Depends what type of eyeliner/what you use it for.
As far as liquid liner, the Milani Liquidlast is super waterproof and it about $5 I believe.
Pencils... I haven't used in a while and... I haven't really used drugstore ones aside from the L'orèal HIP one but it was discontinued a while back.
As far as the gel/cream ones I liked the L'orèal infallible one

Nyx actually makes some great pencil and liquid liners. The NYX matte liquid liner is fantastic and so are their slide on pencils. As for gel liner I can't really think of a drugstore brand that I would recommend, sorry. But if you are willing to go up a bit in price Inglot's liners are really great for $14.

I use both almost everyday and they stay on all day

Physician formula eye booster pen liner is great! it's not super affordable but when they have bogo sales it's totally worth it.
The colourpop gel pencil liners are great for the tightline.
The inglot gel liners are amazing as well.
